The Government of Saskatchewan has updated its WD 1101 permit conditions for long combination vehicles (LCVs), allowing unladen converter dollies to be towed without penalty under specific conditions starting in July. The change follows ongoing advocacy by the Saskatchewan Trucking Association (STA), the group said in a news release.
Saskatchewan Government Insurance (SGI) has granted an exemption that allows carriers and drivers to tow an empty converter dolly without engaging the service brakes, which was previously prohibited under The Vehicle Equipment Regulations. With this new flexibility, as long as safety conditions are met and documented, drivers can legally and safely move these units between loads or terminals without added red tape or risk of enforcement action, STA said in a release.
Under the new rules, the dolly’s service brake system can be disabled by closing the brake airline valve, provided the parking brake and breakaway systems remain active. The towing vehicle’s braking system has to be fully operational, and ABS warning systems must remain off. Proper attachment procedures, lighting, and documentation must be followed and drivers are required to note the exemption in their trip inspections and carry a copy of the permit conditions at all times.
